I tried recruiting him without the JIP Companions Command & Control.esp but it doesn't work. I think the dialogue is completely bugged. I even used console commands to set it to 0, even though I don't this is karma related issue at all. If I speak with Tinker Joe first, then recruit him, Sergeant RL-3 will say the same. First time seeing Sergeant RL-3, it greets me with 'Ready for another tour?', as if we've already spoken before (we didn't).

I have neutral karma, I can buy him (1000 caps don't have high enough barter to buy him for less) - but I cannot recruit him - he comes to greet me, but no option to follow him.
